Loan: Policies
Limit
There is a limit of 5 requests per patron per day. If more than 5 requests
are received in one day, the remaining requests will be processed 5 per
day until all requests are processed.
Forms
All request forms must be filled in completely. Journal abbreviations
are not acceptable. Please see the FAQ's How do I check PioCat if I only
have an abbreviated journal title?. For abbreviations not found in PubMed,
please see a reference librarian for assistance. Incomplete forms will
be returned to the patron unfilled. ILL paper request forms for undergraduates are available
at the Reference desk. Graduate students and faculty and staff must use
the electronic form.
Time
Please must allow a minimum of 10 days, from date of receipt, to fill
your ILL request. Any request with less than a 10-day need-by-date will
be returned to the patron unfilled. The ILL office is closed during the
weekend; any request submitted after 4:00pm on Friday will be treated
as if it were received on the following Monday morning. Please keep this
in mind when choosing your need-by-date.
Overdues and Fines
The patron is responsible for any overdue fines or lost ILL items. Fines
for ILL items are the same as they are for items checked out from the
Carroll Library. $0.25/day the item is overdue, with a 7 days grace period.
If the fine is paid at the time the item is returned, the fine will be
reduced by 50%. You will receive 2 overdue notices and then a bill for
the replacement cost of the item, (price to be determined by the lending
library). If you do not pay the bill, or return the item, your borrowing
privileges will be suspended and a hold will be placed on your college
records.
Interlibrary Loan is only available to patrons in good standing. No further
ILLs will be processed until overdue items are returned or fines are paid.
Renewals
Renewal requests should be made 3 days prior to the due date. Most libraries
will not renew overdue items, even if it is only one day. Renewals are made at the

Copyright
Copyright, as applied to libraries, is a set of guidelines that prohibits
unlawful reproduction of copyrighted material. If your request exceeds
copyright limits, you will be advised of your options: where the item
is held so you may retrieve the item yourself; requesting alternative
materials; or paying the royalties for copyright clearance.

The Todd Wehr Memorial Library
attempts to provide maximum participation in the interlibrary loan process
for both Carroll University users and for other libraries that ask us to
provide materials to fill their users requests. At the same time, the
Library attempts to follow the guidelines which were formulated by the
National Commission on New Technological Uses of Copyrighted Works (commonly
referred to as the CONTU [http://www.cni.org/docs/infopols/CONTU.html]
guidelines) to address the problem of copying in aggregate quantities
as might apply to the interlibrary loan process. Though these aggregate
guidelines are merely recommendations, which may not carry the force
of law, the Library adheres to CONTU, not only because the guidelines
uphold the fair use doctrine. The guidelines allow the Libraries to
obtain five journal articles per title from the last five years free
from royalty considerations, and do not place restrictions on articles
over five years old. In those cases when a given title comes under question
for possible copyright violation, we have almost always been able to
fill a user's needs through a combination of CONTU-covered articles
with the spillover obtained through a commercial document supplier whose
fee contains a royalty payment. Our joining the Copyright Clearance
Center [http://www.copyright.com] in 1998 has provided one more avenue
for obtaining needed journal articles without fear of copyright violation.
Interlibrary loan operations consist of two distinct functions: Borrowing
and Lending. The CONTU guidelines apply to both functions, but the responsibility
for compliance falls primarily on the borrowing library.
Interlibrary Loan Operations
1. Borrowing: All requests
for materials not available in Carroll University should be referred directly
to a Librarian to determine whether such requests can be filled. Requests
sent to the ILL office without a librarians signature will be returned
to the patron. The ILL Borrowing Section will make every attempt to
obtain material not owned by Carroll University but needed by eligible
Carroll University users without violating copyright law. ILL must search
the title(s), find locations for the material, examine the time span
of the articles involved, and determine whether the journal title(s)
are available from commercial document suppliers, are covered by the
Copyright Clearance Center, or are covered by fair use.
2. Lending: Since the CONTU Guidlelines specifically state that the
requesting entity shall maintain records of all requests it makes for
copies, we will fill any request for a photocopy of an article as long
as copyright compliance is indicated on the request form (CCG or CCL)
by the requesting library. We will assume that the requesting library
is taking responsibility for both the nature and the amount of the material
it is requesting.
